I recommend that Mr. Garrod, Clerk Colonial
Secretary's Office, should be placed in Class III on a salary of £280 on the scale of that class losing his right to free quarters, and that Messrs. Maynard and Martin should be placed on salary of £230 on the scale with effect from
1st January, 1927. These three officers are reported on very favourably by the officers under whom they have been serving and are unlikely to remain in Government Service when more normal conditions prevail unless their prospects are considerably improved in some such way.

The immediate financial effect of the scheme
would be an increase in Personal Emoluments in 1927 of £200,
but this must be discounted by the withdrawal of the right
to free quarters in certain cases, and by the fact that, even apart from any such scheme, some similar increases of salary would have been required in the case of the officers
who will benefit immediately.

I propose, therefore, subject to your sanction, to make provision in the Estimates for 1927 in accordance with the preceding paragraphs. In an appendix to the Estimates the distribution of these officers in the various departments would be shown as is at present done
in the case of the Junior Clerical Service. The numbers
in the classes must be regarded as somewhat tentative, and may require modification in the light of further experience. The proposals have been submitted to the Members of the Finance Committee who are in favour of their adoption. I shall be glad if I may have a reply by telegram.
